It would be great to have the option of generating a whl file in .tox/dist when tox builds the package

@mcarans Necromancing this issue to check if you would still be interested in following up on this. Could you explain what the use case for that is?

@obestwalter To create, install and test a whl in the case where a whl will be what is distributed
