docs page redirects to tox.wiki

https://tox.readthedocs.org now redirects to https://tox.wiki. I couldn't find anything in this repo that documented the move. I'm on a connection that blocks many TLDs so I can't easily access the documentation. Of course, it's not your responsibility to fix my connection, but I suspect others may have a problem with the new TLD too.

This is on purpose, though no good place for it to document it. I recommend you add tox.wiki to your whitelist 👍

@gaborbernat Could you document - possibly somewhere near https://tox.wiki/en/rewrite/development.html#becoming-a-maintainer - where the new domain is hosted, who has access to it and so on?
