When I run apt-cyg install perl=5.30.3 I get an error message

This repo seems to be stalled, while this fork seems to be updated: kou1okada/apt-cyg

And this is the answer from maintainter @kou1okada:

I'm sorry, but the current apt-cyg does not support the version selection feature.
However, setup-x86_64.exe has that feature, so the following subcommand can be a good alternative, until it is implemented to apt-cyg.

apt-cyg setup -- -nqBP gcc-core=9.3.0-2
