"Active" section does not correspond with the torrent list in Web GUI

In Transmissions Web GUI, in the "Active" section, it will show only torrents that display any upload/download activity, be it completed or downloaded ones.
Transmission Remote GTK, on the other hands, will display all downloading torrents, regardless if they are stalled or active, while behavior for completed ones seems to match.
Displaying stalled yet still downloading torrents is a non-standard behavior for torrent clients in general, not just main Transmission client itself or its web gui, and should be corrected.
I am running version 1.6.0.
