APT source whitelist request for ppa:gstreamer-developers/ppa #20

This is needed to install gstreamer1.0-xyz packages on Ubuntu 12.04 (which only has gstreamer0.10-xyz). Note that both 0.10 and 1.0 packages can be installed alongside each other (as long as you add this ppa).

We need this to get stb-tester onto your new container infrastructure. Thanks!

Closing because Travis's new docker infrastructure seems a better approach for us.
