This PR fixes Home Assistant starting without Internet connection when $PACKAGES is defined for second and next runs. We don't need to update package(s) without container updating anyway. It should be a more generic way to solve #8.

Thanks! I wanted to do something like this for some time and had a version lying around where I would build a list of non-yet-installed packages and then install them at once, but your version is much simpler.
