In the documentation to TC, there is an incomplete sentence. It is as follows:
TC utilizes additional rules for capitalization beyond stri_trans_totitle that includes

Documentation now reads....

TC utilizes additional rules for capitalization beyond stri_trans_totitle that include:

Capitalize the ﬁrst & last word
Lowercase articles, coordinating conjunctions, & prepositions
Lowercase "to" in an inﬁnitive
