What about if they set a global fpd to only a subset of bidders? Should we check for fpd in config.getConfig('fpd') and also config.getBidderConfig('config.fpid')? Then depending on which one is populated use that fpd object

Bram confirmed that Prebid core will take care of sending the fpd from the bidder config.
