PD-825 Move NetworkSummary.md Content
This commit moves the NetworkSummary.md article content to the /network/_index.md file and deletes the NetworkSummary.md file to convert the empty index file to one providing the basic network summary content. It also deletes a duplicate NetworkSummary.md article not removed during the original content reorg into tutorials and UI ref content.
