  2. Add System / Advanced tooltips: 

    - Add missing tooltip fields.
- Adjust syntax for tooltips to be identical for each field.
- Work in the documentation for every field in the System/Advanced page and
  rework slightly to be more "tooltip friendly".
- Adjust tooltip for "Autotune" option to resolve Redmine Feature #24112.
- Adjust tooltip for "Enable automatic upload of kernel crash dumps and daily
  telemetry" option to resolve Redmine Feature #27819.
- Local build testing to fix compile errors.
- Note: The internal link for the autotune tooltip may need to be re-examined
  as the link is pointed to what should be right for a "real" system, but
  does not work for my local npm build.
