Getting Windows-2022 (Windows 11) GitHub Actions to work is going to be a PITA, so for now we are just updating the leveldb packages without adding windows-2022 to the testing matrix. This update may fix the Ethereum issues on Windows 11, but Filecoin issues will likely take a bit more effort.
This will hopefully fix #1966, if not we'll work on Windows 11 support in the next release.
