Close #290, update envelope cost data and data handling

Issue #290 describes the high-level approach used to update the building envelope cost, performance, and lifetime data. Update the baseline CPL files to incorporate the new data.

Opaque envelope cost data are now optionally differentiated for new construction and existing building. Add infrastructure to construct and use separate new and existing cost data for opaque envelope technologies.

Update envelope ECMs, principally to realign cost data with the revised baseline. In particular, update prospective envelope ECMs with adjusted costs to match intended payback periods. Tweak the ENERGY STAR Windows v.7 ECM.
