If we perform a search with quotes the search is executed correctly (with the quotes being ignored per #733). However when the page is reloaded and the quotes appear in the startup search, AEV fails to load:
search_issue

The reason is we fail to escape the quotes correctly when rendering the FTL:

This will affect anything that passes a value to the startupSearch URL parameter, including incoming searches from ACA
