Shouldn't add intersection node when crossing ways with layers <> 0

If I am drawing a sidewalk that goes under a bridge (or over a tunnel) where there is an explicit layer tag, the plugin will add an intersection node with that way. I don't think that should be the default mode as it creates a connection across layers.
