Some quick thoughts on this nix branch.
One other thing which might be nice is to add is adding intel's mkl and mkl-dnn libraries. These are proprietary, CPU-bound linear algebra libraries that make neural networks more usable on a CPU, but they don't exist in nixpkgs. Prototyping it here would be nice but, ultimately, this should go directly into nixpkgs (adding this as a dependency of MAGMA would also speed up that library).
