if we want to do this then we need to have a switch option for navigation so we can control mouse events. I'm not sure how this one is going to be useful though?

It's just an idea ... I think it's at least worth trying. On smaller screens (tablet, for example) the PCP takes up a lot of real estate and the 3d view gets pushed way down to (or below) the fold. Dynamo and Flood are two progressive precedents, and I find the layered UX (with hide-able UI elements - nodes in those cases, the PCP in this case) to be really good in both cases.

An architectural scenario to consider ... imagine looking out a window or over a ledge in the 3D view - some interior perspective - and switching between a few iterations that relate to that interior view. In a case like this I'd like to be able to hide the PCP from time to time and have a full screen interior view.

In other words, there are cases where between edits, I want [almost] all of the screen real estate for the 3D view.
