Testing a system where everyone gets the T3 stuff - 1/2 cost if you have the 
tech, double if you don't.

Current system: if you have all the t3 research, you can buy the armor and 
weapons, or they become available if you have the region trait.

Settled on using price change - T3 much more expensive if you don't have the 
region bonus, but the T3 tech becomes available when you research it.

In 2.7 (beta currently)
