Hall of prayer: adds a perpetual labor that converts labor into XP. "To whom shall we pray today?" will transfer the sum to one hero as XP/target#CR.

At some point may want to fork into 2 traits: Religious (good) and Religious (evil), one prohibiting the other. They would share most projects but offer unique ones too.

Ministery (10, requires town): 10% chance of turning a city event one level higher. Divine ministery or Unholy ministery (10, requires city): 20% chance instead.

Pyramid (20, requires city and a free desert tile): once per season (1% daily chance) will attract a high-level Outsider that can either be recruited or left there to defend the city (destroys an Incursion with a Outsider#el/(Outsider#el+Incursion#el) chance - or is destroyed by it instead).

Celebrate (0, human-only): Squads in Town get a +1 bonus for a week.

Divine intervention (0): if an Incursion from another Realm is present in the district, relocate it somewhere adjacent to another Actor of the same Realm. If none exists, simply destroy the Incursion instead.
