Option to disable link preview on the Telegram side #244

I would like to have an option in the bridge settings to disable to link preview on the Telegram side for Matrix -> Telegram messages.

AFAIK bots can send a specific keyword in the messages to disable link preview.

I notice that my request wasn't necessary specific enough 🙈
Currently, this is not exposed as a per-room setting, right?

          Make telegram_link_preview configurable per-room. Fixes #244 again
