Rename the wind_specification file from wind_{id_plant}.json to spec_{id_plant}.json in scenario_manager

Add wind power generators to the prosumer and forecasting libraries.

forecasting functions wind speed perfect and wind speed file
integrate wind into MPC similar to PV
integrate wind into RTC similar to PV
