not-a-bug: Julia 镜像延迟 #1255

Julia 镜像最近出现了两至三天的延迟，为了防止有人对此感到困惑，提前发个 issue 说明一下。如果观察到情况好转后会自行关闭。

这属于一个上游服务器打包的问题，与镜像站无关：JuliaRegistries/General#16777

现在延迟恢复到两小时之内了，对于镜像站来说这应该属于一个正常现象。
