There could be more leader perks:

  • Negotiator, +1 espionage when ruler and has more than 3 diplomatic meetings
  • War hero, higher change to get pass defense including shield/armor. This would be gain only after combat contain at least 3 ships on both sides.
  • Cartographer, gain experience when finding new planets.
  • Trekker, gain more experience when discovering planetary events. See issue Allow fleet commanders to reveal Planetary Events before colonization #615
