Currently it's possible that someone can just run the bot on a server without permission. We should probably require an appservice token of some kind so we can verify we have permission.

This is less of an issue now that the bot sends a lot less traffic.

With the low traffic of the bot, this shouldn't be a major issue. People should be generally respectful and not run bots without permission, however.
