I think that being able to use toml tables would give users a simpler, clearer and more intuitive and clear way to configure custom fragment types. For example:

Changes needed for this

* Invert logic for single file. 22.8.0 fixed the logic such that single_file=False is correct when you have more than one file
* Pin versions of towncrier and sphinx towncrier to reflect this (so we get the right config)

Thanks for the followup. It was.
The PR used Resolves: twisted/#369 instead of Fixes #369 so the issue was not automatically closed.
