Problem/Feature

Addresses #181 and #182

Description of Changes:

• Fixed issue with client list not storing properly. This solved EventSub mock server - reconnect test - it already ran the reconnect #181 among other potential issues.
• Modified reconnect timer to now execute after the first client connects. Previous behavior was to execute at server startup, which was inconvenient. Requested in EventSub mock server - reconnect test - no reconnect message #182
