This adds documentation, structured to work with Docusaurus. It's currently visible at https://twitchtv.github.io/twirp/docs/intro.html.
In this revision, there's nothing to make the website generate automatically on merge. That would be nice, but can come later. For now, I'll run the generation when I merge doc changes.
