Importing Text files into Aegisub with special characters has inconsistent results depending on file encoding

I talked about this on GJM's Discord a bit and finally remembered to post an issue.

I extended my testing out to the 4 formats that, in this case, notepad uses to save .txt files.

The results were as follows:
ANSI, UTF16 little-endian, UTF16 big-endian and UTF8

The files used for import testing can be found HERE.

It's a largely unimportant thing in the grand scheme of things I guess, but you said it was worth positing about, so here it is.
