Currently only TYPO3 extensions are able to add commands.
Find a way to allow composer packages to provide commands as well, so that we can
split all commands into single packages

Maybe allow arbitrary packages to have a suitable extra section listing command classes to register? The TYPO3 console plugin could then take care of gathering these command classes and generating some registration code executed at runtime.

Yes, I had in mind exactly something like this.

The PR only adds some limited functionality, however I'm sure this will change once #269 (together with #267 and #268) is implemented. All these will require extended configuration possibilities, which are now hard to forsee
