Add the ability to create inline TODOs in Big-TODO package.

Description: It adds a function to create big red TODO messages and an accompanying outline. The sizes of everything are configurable. Now with fixed spacing and an inline option

I only thought more about this after the package was merged but I think it would be better if the screenshot wasn't part of the package proper. You can link to an external repository or githubusercontent URL in the README (just drag the image into an issue or comment to get one). This way, the package is smaller for users to download.
