Use pluginManagement block in settings.gradle to allow the Android plugin to be applied with the plugins DSL, and to manage plugin repositories.
No longer defer applying the plugin (afterEvaluate), such that the errorprone extension is applied early and can be used in subprojects. No longer filter the projects to which the plugin is applied either, as it's an almost-noop anyway.
