We currently have bin/tcurl.js in autobahn.

This needs to be it's own package.

It can either be a tcurl folder in the uber/tchannel repository or be a tcurl repository under uber/tcurl

It should be it's own package published to npm; people install tchannel in their applications do not need the tcurl module or any of its dependencies.

Since it is already open source, you can break this into another repo without going through the process. In the future, we are going to group these repos into projects which is where the approval step will come.
