Switch precedence of GOIMPORTS to prefer pinned version #533

This makes it so that the code that shells out will prefer the pinned version in vendor rather than the user's installed goimports.

Coverage remained the same at 61.875% when pulling 1b3b2ae on jg-goimports-precedence into 89d81e8 on master.
