Actually not an HTTP GET, but the equivalent from the command-line, so Apache does not need to display the app yet.

I cannot accomplish this with php index.php or thereabouts, because Nextcloud behaves very differently depending on whether OC::$CLI is true or false, and that is determined from a call to php_sapi_name() somewhere down in the call stack. It cannot be easily overridden.

The best way to solve this would be for Nextcloud to have an occ prime-caches command or something like that. Filed issue upstream: nextcloud/server#14463
