  1. Update the sponsoring-reports URL to sponsoring-reports.ubuntu.com 

    In the process, also point at general.json instead of sponsoring.json, since
this is the report that we actually want to be monitoring for patch
piloting.  the 'sponsoring' metric includes requests for kernel, security
sponsoring that don't belong in the general queue.
