To reproduce the issue please decode attached image.jp2 using opj_decompress utility.

The result can be seen on attached actual.png. The expected result is expected.png.

I am using opj_decompress utility compiled from SVN revision 2922 code. My OS is Windows
8.1 x64.

Seems to be the same issue as issue 254.

On these image (including the blurry one from issue 327 which is ok with patch from
issue 254), jpylyzer reports:
<foundExpectedNumberOfTileParts>False</foundExpectedNumberOfTileParts>
