Port continuous integration to github actions

• Travis CI was non-functional due to open source credits being consumed on the uclouvain account.
• So a representative set of configurations (linux x64 gcc, asan, linux x86 gcc, macos, windows, check indentation, abi check ) has been ported
• Upload of release artifacts on tag work. See https://github.com/rouault/openjpeg/releases/tag/dummy_tag
• What would remain to be done for completness is update of the gh_pages branch with the abi check status. But this would require setting github secrets, which I don't have access to
