Updates for ml-uf3 pull request

This provides a bunch of mostly "organizational" changes:

• add ML-UF3 package to CMake presets where applicable
• update CODEOWNERS file
• reformatting and spell checking documentation updates
• move example to examples/PACKAGES/uf3 and add reference logs
• change potential files in examples to have .uf3 suffix
• entering the number of atom types is redundant. Atom::ntypes should be used.
• the special case for pair_coeff wildcards is not needed. The utils::bounds() function handles non-wildcard arguments just fine
