Updated FV3 with cpl bug fixes and updated baseline directories

Updates include:

• updated FV3 (which includes bugfixes for land mask and tsfco issue when cplflx=true see land mask and tsfco issue when cplflx=true NOAA-EMC/fv3atm#5) and corresponding app level updates associated with latest ufs-weather-model commit
• reorganized baseline directories to prepare for multiple ocn/ice resolutions
• removed template files from baseline directories
• moved petlists to be platform dependent
• updated MOM6 for different formulation of river runoff
• updated mkmf for added Cheyenne support and removed references to HDH5
• updated CICE_SRC for added Cheyenne support

Testing:

• hera regtests passed
• Hera, datesuite tests can be seen here: /scratch1/NCEPDEV/stmp2/Jessica.Meixner/scrub/rtgen.134024/
• wcoss-phase2 build logs included, turn around on queue time is extremely slow right now though for the other tests

I ran the datesuite tests also and all looks good (runoff, land and polar fields).
