REQUEST : Move tabs and editor header so they don't scroll #36

Using DevTools I

moved scEditorHeader and scEditorTabs at the end of EditorTabs
shrunk the top/bottom padding of the header
increased marginTop for EditorFrames so the tabs/header are visible.

For me - i often jump between sections and not having to scroll up to do so is really helpful.
