Angular-CLI and The future of quickstart-ng2 repository

I'd think I'd like the ui-router-ng2 quickstart to be Angular-CLI based. This might mean we no longer maintain this repository. Instead we may provide instructions for bootstrapping a new app using the CLI, then adding the few ui-router specific changes that are necessary.

This should also help future proof the quickstart.

I find it very convenient to use CLI, especially for the development(proxy) and production (resulting bundle is to very small).
