Add color component

Wouldn‘t that belong into the background component? I mean its only purpose is to have some extra background colors... also I think a color component should be more than just background color, since it could also include font color, border color, maybe even gradients, etc.?

Also I don‘t think this addition isn‘t really necessary to the core. I‘d rather solve this with a hook, for example:
hook-background-misc()
