Fix: Properly parse url and respect data-exclude-search attribute in tracker

This PR fixes two bugs related to the data-exclude-search feature introduced in v2.11.0 in #2fa95448e:

• SPA Navigations using history.pushState() were tracked including the domain name. Related issues: Incorrect page view tracking since 2.11 #2677 and Wrong URL reported with SvelteKit client-side navigation #2637
• With attribute data-exclude-search, search parameters were only excluded when navigating with history.pushState(). On a direct page load, the search params were still tracked. (Found no related issues)
