Add a way to contact author of the map

It exist a page for each user like :
http://umap.openstreetmap.fr/en/user/hyerestourisme/

But when you're on a map:

• it's impossible to know who is the creator of the map if he hasn't precised it by hand
• we might like to see the author's other maps

Also it's impossible to contact the author: it's a real issue, in particular in those cases:

• if the data are not in an open licence
• if we don't have permission to modify the data (but it would be relevant to)

Propositions

• Allow the author to simply publish a mention of author (and a link to his profile)
  => it could be an option "Link to user profile" in the "Edit map settings" menu (checked by default)
  => it could be an "Author name" option on the "Edit map info"
• Provide a way to contact the author
  => at the beginning, an easy way can a link to OpenStreetMap user account of the author?

Our first idea was to add a link to the user profile in the OAuth provider, so for example a link to this page when the OAuth provider is OpenStreetMap: https://www.openstreetmap.org/user/ybon

But it seems that this does not work for every user, for exemple I've tested with user CG36 (username in uMap, but coming from openstreetmap.org), and I'd expect this page to exist: https://www.openstreetmap.org/user/CG36 but it does not.

May be related to #302 (fixed in #754 but those accounts may be older or the supposed fix may not be effective).

@pnorman do you have any clue by chance ?

Ah, maybe this means this account has been deleted in 2014 ?

The thing is in uMap this user is still active (so I guess the OAuth still allows them to login).

This is my own account, and we see that I've changed my username back in 2011:

In the case of CG36, no new username appears after 2014.

(And I wonder what was my username between 05.11 and 08.12)
