Error creating new Folder in Media section - The device is not ready

Creating a folder in the Media section causes an error.

Umbraco version

I am seeing this issue on Umbraco version: 8.9.0 but also saw it in a version of 8.8.

Reproduction

Open the media section.
Right click an existing folder and click 'Create...'
Select 'Folder'
Enter a name for the folder and click 'Save'.
The error will occur.
Reload the media tree and the new folder will have been created.

Generally this error means that some path is incorrect. I can't reproduce this in a fresh install of 8.9.0.

I would suspect something in your server/umbraco configuration somewhere but I haven't seen this before, so not sure where to point you to start looking.

There is something very wrong.
Today I received the same error when emptying the recycling bin:

System.IO.IOException: The device is not ready.
