V8 - Send to Translation Dialog (Port to Angular)

We have a PR for this targeting V7 that we can merge up into V8 too

But ... we are going to remove all of the translate stuff in v8, it won't exist anymore since the way it is done now is super crappy and doesn't use current standards, plus the way v8 works with multi-lingual is much different. So although his work is good, it will be removed in v8 which is fine but just wanted to mention it.

As noted above, the translation option no longer exists.
