CLDR-14128 revert en_001 changes for date formats and fluid-ounce-imperial as in PR-168

As discussed in CLDR TC, revert some of the en_001 changes from PR-620, just as we did with PR-168 in CLDR 36:

• standard time formats: we already deleted the standard time formats with H in PR-682
• availableFormats, intervalFormats: For some cases of formats that were already in en_001 but replaced by formats from en_GB, restore the formats that were in en_001 to preserve (for other en_001 child locales) use of commas after weekdays, and more compact formats for day ranges within months.
• units:: fl oz, US vs Imp; en assumed US, GB assumed Imp. 001 should assume neither and make both explicit. (we did not discuss doing this in TC, but doing it here since we did it last time in CLDR 36 after discussion)
