add the ability to edit the tropical island.

ability to change the town, player name, add pwps, and maybe choose ordinance without losing 20k bells if possible

Might be out of scope as this is more of a mod suggestion but: how about invincible snowballs? It would be fun to have them as pseudo-soccer balls even out of season.
