Related issues: #1187, #1034

There had been nice initial work by @antony-k1208 in #1035 for documenting IIS deployment instructions.

In order to properly implement, support and list IIS as an official deployment target we need to create an iss preset that generates .output/web.config. Possibly also logging a short list of next steps to the deployment.
