Currently supported version - 3.23.
To check - run the game with a commandline argument "-version" (without quotes).
To use the tool - Run the game and press Num+/- at any time. Don't press the keys in a tool window as this is a debug build I made in march last year. The game has a harcoded limit so you can dynamically change the framerate up to 60/down to 30.
