Current behavior

  1. https://playgroundcanary.z19.web.core.windows.net/#b1a3520c
  2. Notice that after page loads, TeachingTip is there but in a wrong location
  3. Make any change to the text of the tip
  4. Notice it does not open after XAML reloads
